National Council's Legislative Principals.

Objectives

Drafting of legislation is a function of the Council of Law.

Law cannot be placed before parliaments without the support of the Counicl of Science.

All legislation must be clearly comprehendible (The Comprehension Test)

Any law, made by Parliament, that fails the Comprehension Test is void.

Development of the Comprehension Test is the responsibility of the Council of Science

Implementation of the comprehension test is the responsibility of the Council of Democracy

Legislation must achieve enforcability (Enforcability = 90% of offences must be detected and prosercuted)

Legislation has a life span of 10 years
